It falls\nwithin defined geographical boundaries. Thus, numerous minorities are defined\nas people or nations. The distinctive characteristics of a nation are language,\nculture, religion, history\u2026 In contrast, certain nations recognise themselves\nwithout being homogenous. In fact, even if language constitutes one of the\ncorner stones of nations, some are multilingual (and respect this fact) or they\nare comprised of distinct religious communities.<\/p><p>The Council of Europe tried to find\na consensus definition of the concept of nation. This exercise is complicated\nwhere, according to the languages and the states, this word is perceived\ndifferently. Certain countries use it to define their citizenship, i.e. the\nlegal relationship between citizens and the state. Others use it in the sense\nof a united ethnolinguistic community.<\/p><p>In Latin, however, the word \u201cnatio\u201d\nis derived from \u201cnascere\u201d (to be born). It was used in the Middle Ages to\ndescribe membership of a community. In the 18th century, this concept evolved\ninto being related to a community of individuals enjoying equal rights\nindependent of ethnic origin. This concept is very close to the definition of\nthe State-nation or civic nation. In contrast, the notion of the cultural\nnation is, for its part, a concept defining the nation as a homogenous\nethno-linguistic entity.<\/p><p>In its conclusions concerning the\ndefinition of the term \u201cnation\u201d, the Council of Europe considers that these two\ndefinitions are \u201conce again valid today\u201d. True, but can we compel a community\nto accept these two definitions? In fact, the text of the Council of Europe\nquotes from Ernest Renan, a Breton author considered to be one of the\ntheoreticians of the nation. \u201c\u2018The Nation\u2019 is a daily plebiscite\u201d. This\nsentence sums up the situation. We cannot force people to live in a state\nwithout their consent and, worse, make them deny their own identity in order to\nbe a citizen of that state, such as the Kurds in Turkey.<\/p><div class=\"wp-block-image\"><figure class=\"aligncenter\"><img loading=\"lazy\" decoding=\"async\" width=\"261\" height=\"71\" src=\"https:\/\/www.eurominority.eu\/wp-content\/uploads\/2020\/05\/Logo-Multinatio_gris-clair-x3.jpg\" alt=\"\" class=\"wp-image-1637\"\/><\/figure><\/div><h2 class=\"wp-block-heading\">The state and state-nation<\/h2><figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"963\" height=\"26\" src=\"https:\/\/www.eurominority.eu\/wp-content\/uploads\/2020\/05\/Logo-Multinatio_bandesgrises.jpg\" alt=\"\" class=\"wp-image-1644\" srcset=\"https:\/\/www.eurominority.eu\/wp-content\/uploads\/2020\/05\/Logo-Multinatio_bandesgrises.jpg 963w, https:\/\/www.eurominority.eu\/wp-content\/uploads\/2020\/05\/Logo-Multinatio_bandesgrises-600x16.jpg 600w, https:\/\/www.eurominority.eu\/wp-content\/uploads\/2020\/05\/Logo-Multinatio_bandesgrises-300x8.jpg 300w, https:\/\/www.eurominority.eu\/wp-content\/uploads\/2020\/05\/Logo-Multinatio_bandesgrises-768x21.jpg 768w\" sizes=\"(max-width: 963px) 100vw, 963px\" \/><\/figure><p>The state is a form of political\norganisation, based by nature on the sovereignty of the nation. The state is\nthe setting in which the people or the nations can legislate and vote for their\nown territorial laws. The state-nation characterises a sovereign state\nconstituted objectively or artificially by a desire to live together. We can\ndistinguish between the state-nation and the nation-state. The state-nation can\nenforce a national feeling. France, Greece and Turkey correspond to the\narchetypeal state-nation. Its people often live in varying\ndegrees of attachment to their original nation. Thus there exists in all the\nstateless nations feelings of identity that can be qualified as contradictory.<\/p><ul class=\"wp-block-list\"><li>Certain people do not exclusively feel part of their nation of origin.<\/li><li>Others, on the contrary, exclusively feel they are members of the state of which they are citizens. <\/li><li>Finally, a fraction of the population is often divided by two   identities, the citizenship acquired by the state and the nationality   which attaches it to the nation of origin. It is expressed either by the\ndesire to impose one vision of the nation, the so-called negative nationalism,\nor it can be characterised by the desire to assert one\u2019s existence as a nation.\nThis is positive nationalism. These claims may lead to two scenarios: the\nintroduction of a regional autonomy system or the desire for\nself-determination.<\/p><div class=\"wp-block-image\"><figure class=\"aligncenter\"><img loading=\"lazy\" decoding=\"async\" width=\"261\" height=\"71\" src=\"https:\/\/www.eurominority.eu\/wp-content\/uploads\/2020\/05\/Logo-Multinatio_gris-clair-x3.jpg\" alt=\"\" class=\"wp-image-1637\"\/><\/figure><\/div><h2 class=\"wp-block-heading\">Autonomy<\/h2><figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"963\" height=\"26\" src=\"https:\/\/www.eurominority.eu\/wp-content\/uploads\/2020\/05\/Logo-Multinatio_bandesgrises.jpg\" alt=\"\" class=\"wp-image-1644\" srcset=\"https:\/\/www.eurominority.eu\/wp-content\/uploads\/2020\/05\/Logo-Multinatio_bandesgrises.jpg 963w, https:\/\/www.eurominority.eu\/wp-content\/uploads\/2020\/05\/Logo-Multinatio_bandesgrises-600x16.jpg 600w, https:\/\/www.eurominority.eu\/wp-content\/uploads\/2020\/05\/Logo-Multinatio_bandesgrises-300x8.jpg 300w, https:\/\/www.eurominority.eu\/wp-content\/uploads\/2020\/05\/Logo-Multinatio_bandesgrises-768x21.jpg 768w\" sizes=\"(max-width: 963px) 100vw, 963px\" \/><\/figure><p>Autonomy allows people to have\ntheir own powers and to legislate. Autonomy is characterised by devolution,\ni.e. the transfer of powers from central state to a more local level. Thus\nCatalonia, the Basque Country, Scotland or, to a lesser degree, Friesland and\nSardinia are today autonomous regions. Unfortunately, many people do not have\nany status to express their individuality. This is particularly the case of the\nstateless nations present in France, such as Brittany, Alsace and Corsica, or\nKashubia in Poland. <\/p><div class=\"wp-block-image\"><figure class=\"aligncenter\"><img loading=\"lazy\" decoding=\"async\" width=\"261\" height=\"71\" src=\"https:\/\/www.eurominority.eu\/wp-content\/uploads\/2020\/05\/Logo-Multinatio_gris-clair-x3.jpg\" alt=\"\" class=\"wp-image-1637\"\/><\/figure><\/div><h2 class=\"wp-block-heading\">Self-determination<\/h2><figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"963\" height=\"26\" src=\"https:\/\/www.eurominority.eu\/wp-content\/uploads\/2020\/05\/Logo-Multinatio_bandesgrises.jpg\" alt=\"\" class=\"wp-image-1644\" srcset=\"https:\/\/www.eurominority.eu\/wp-content\/uploads\/2020\/05\/Logo-Multinatio_bandesgrises.jpg 963w, https:\/\/www.eurominority.eu\/wp-content\/uploads\/2020\/05\/Logo-Multinatio_bandesgrises-600x16.jpg 600w, https:\/\/www.eurominority.eu\/wp-content\/uploads\/2020\/05\/Logo-Multinatio_bandesgrises-300x8.jpg 300w, https:\/\/www.eurominority.eu\/wp-content\/uploads\/2020\/05\/Logo-Multinatio_bandesgrises-768x21.jpg 768w\" sizes=\"(max-width: 963px) 100vw, 963px\" \/><\/figure><p>More radical forms of demands can\nbe expressed, such as the quest for independence, i.e. the total detachment\nfrom the central state. This is separatism or secessionism. Despite its often\nsustained character, this is recognised by international law. The right to\nself-determination is written in the UN Charter, whose objective is \u201cto develop\nfriendly relations among nations based on the principle of equal rights of\npeople and their right to self-determination\u201d.
