It is a cultural region to the west of the Pyr\u00e9n\u00e9es, torn between Spain and France. Seven provinces make up this nation\u2019s historic Bay of Biscay. <\/p><div class=\"wp-block-image\"><figure class=\"alignright is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.eurominority.eu\/wp-content\/uploads\/2020\/05\/flag_basque_country.png\" alt=\"\" class=\"wp-image-286\" width=\"300\" height=\"179\" srcset=\"https:\/\/www.eurominority.eu\/wp-content\/uploads\/2020\/05\/flag_basque_country.png 600w, https:\/\/www.eurominority.eu\/wp-content\/uploads\/2020\/05\/flag_basque_country-300x179.png 300w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><figcaption> The Basques used the term <em>Ikurri\u00f1a<\/em> to name their flag. It was  created in 1896 by Sabino Arana Gori, considered the founder of modern  Basque nationalism. It represented Biscay and was adopted in 1936 as the  flag of the Euskadi government before being adopted by the whole of  Basque. The white cross of St Andrew is positioned on a green cross  representing the oak of Guernica and a red background representing the  Basque people. <\/figcaption><\/figure><\/div><p>The Basques\nare considered descendants of the Paleolithic people of Western Europe, which\nmakes them one of the oldest people on the continent. During Roman occupation,\nthe Basque tribes were already present. There is no doubt that Basque was\nalready spoken at the start of the Middle Ages between Ebra and Garonne in the\nregion called Biscay. After the Muslim invasions and the Frankish expansion,\nthe territory was broken up. The Basque Country known under the name of Navarre\nwas partially annexed by the kingdom of Castille in 1512\u201321. However, the\nBasque provinces benefited from relative autonomy until the French Revolution\nin the north and the Carlist Wars in the south.<\/p><p>Despite a statute of autonomy\nbeing acquired in 1936, the civil war put an end to the first democratic\nadvances. Guernica, the former Basque capital was bombarded by the Germans\nallied to the Spanish nationalists. Constantly torn between several states, the Basque Country maintained\nits liberties until the French Revolution, which abolished them in the north.\nIn 1876, the Spanish royal power abolished them completely in the south. The\nBasque Nationalist Party (PNB) was born during this period. The Spanish Civil\nWar, which started in 1936, brought Franco to power (1939). Opposed to all\nideas of autonomy, his regime claimed many civilian casualties. The Basque\nautonomous government was exiled to Bayonne and the resistance was established.\nIt is at this time that ETA (Euskadi ta Askatasuna) was created. In 1979, after\nthe death of Franco, the Basque Country acquired autonomous status. The country is made up of seven historic provinces: Araba,\nBiscay (Bizkaia), Guip\u00fazcoa (Gipuzkoa), making up part of the autonomous Basque\ncommunity of Euskadi, Navarre, the only constituent that is an autonomous\ncommunity and the three northern provinces (Labourd, Basse-Navarre and Soule).\nPamplona is considered the historic capital of the Basque Country, while other\ntowns, such as Bayonne, Bilbao, Gasteiz-Vitoria or Saint-Sebastian extend\nthroughout the whole territory. Iparralde and Hegoalde are two names, which\ncharacterise the division of the Basque Country between two states, Spain and\nFrance. It belongs to neither\nthe most common Indo-European family nor the less widespread families, which\nare the Finno-Ugric or Turkic-Altaic languages. There are traditionally seven\nvariants and many sub-variants. However, intercomprehension is largely\npossible, especially since the writing system is unified. More than 33% of\nBasques speak their language, which is traditionally spoken more in the north.\nNowadays, in the autonomous regions (i.e. the Euskadi regions), Basque is\ntaught as a first language in schools. Indeed, the statute of autonomy of 1979\nplaces Basque and Castilian on equal footing and the Basques are very attached\nto this right. The fundamental law on the use of Euskara reinforces their\nrights in the field of administration, justice and public services. ETB (<em>Euskal\nTelebista<\/em>), a television channel created in 1984, broadcasts in Basque. In\nNavarre, where 10% of Basques speak their language, the government has\ntraditionally opposed the growth of Basque, not being restricted to follow the\nmeasures which their statute of autonomy affords them, i.e. the recognition of\nBasque as a second language. In the north, under the French administration, the\nsituation is more tense, with the French monolingual system of teaching leaves\nlittle room for the Basque language. It is based on the right of the Basque\npeople to self-determination and to their independence. The Parliament of the\nthree autonomous provinces of Euskadi \u2013 Araba, Bizkaia and Gipuzkoa \u2013 has twice\ndecided in favour of self-determination, in 2002 and 2006. As this right is not\nguaranteed in the Spanish Constitution of 1978, the issue continues to be\nkeenly debated in the country.
