Inhabited since the Paleolithic era, the country lies on the borders of three European states \u2013 France, Italy and Switzerland. <\/p><div class=\"wp-block-image\"><figure class=\"alignright is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.eurominority.eu\/wp-content\/uploads\/2020\/05\/flag_arpitania.png\" alt=\"\" class=\"wp-image-282\" width=\"300\" height=\"201\" srcset=\"https:\/\/www.eurominority.eu\/wp-content\/uploads\/2020\/05\/flag_arpitania.png 600w, https:\/\/www.eurominority.eu\/wp-content\/uploads\/2020\/05\/flag_arpitania-300x201.png 300w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><figcaption> The flag created by the Arpitan Cultural Alliance uses the Burgund  colours, the twelve stars symbolising the European dimension of the  linguistic region, decorated in the traditional <em>rozon<\/em>. It uses the Valdotain colours,  Valais and Savoy \u2013 red, black and white \u2013 and three stars that represent  them. <\/figcaption><\/figure><\/div><p>Various Celtic\ntribes settled on Arpitan land, the most famous being the Allobroges. They\nfound themselves rapidly integrated into the kingdom of Burgundy, comprising\nBurgundy and Sapaudie (Savoy). It is at the heart of the kingdom that the\nArpitan language developed from Latin.<\/p><p>The concept of\nArpitania dates from the 1970s. A Valdotain party, the Arpitan Movement uses\nthe old term \u201cArpitan\u201d, formed from the root of the pre Indo-European \u201calp\u201d, in\nits modern variant dialect \u201carp\u201d, which referred to the mountain pastures. The\nconfusion generated by the term \u201cFranco-Proven\u00e7al\u201d invented in 1873 was then\ncleared up and it defined the language according to its phonetic\ncharacteristics.<\/p><p>The term\n\u201cArpitan\u201d therefore specifies the language according to the social\ncharacteristics of the people who speak it: it is the language of the Arpians,\nthe shepherds. Arpitan consciousness developed in the 20th century, when groups\nof speakers of the vernacular language took the initiative to organise\ninternational meetings on a regular basis in one or the other regions of Arpitania.\nAlthough aware of speaking the same language, though rich in local\ncharacteristics, residents continue to claim to represent their historic\nregion, Savoy and the Aosta Valley being the two most symbolic regions of this\nvast territory.<\/p><div class=\"wp-block-image\"><figure class=\"aligncenter\"><img loading=\"lazy\" decoding=\"async\" width=\"261\" height=\"71\" history of Arpitania\nremains the annexation of Savoy by France. This term is preferred to that of\n\u201cincorporation\u201d used in school textbooks. Despite the long or short periods of\noccupation, Savoy was often independent or at the forefront of bigger\nterritories. It was not until 1860 that Savoy became French after the Treaty of\nTurin and a referendum now considered flawed (99.76% of the 130,839 voters\nvoted for incorporation). The Treaty of Turin was in fact a deal between France\nand the kingdom of Piedmont-Sardinia, who wished to unify Italy to retain the\nfavour of their French neighbours. The most ironic thing being that this\nkingdom was ruled by the house of Savoy. In the west are\nthe mountains and plains of Forez, the Pilat, the mountains of Vivrais,\nBeaujolais and Lyonnais. In the middle, the territory is crossed from north to\nsouth by the Rh\u00f4ne Valley, which marks the historic border between France and\nSavoy. From both sides, there are large areas in low relief (Bresse, Dauphin\u00e9,\nDombes) and hilly areas (Bugey). The region is mountainous in the east also\n(Jura and the Alps). Further east still, in the Aosta Valley and in Valais we\nfind Mont Blanc \u2013 bordering Savoy \u2013 Mont Rosa, the Matterhorn, Gran Paradiso and\nRutor Head. All of Arpitania is distinguished by the presence of Arpitan. Lyon\nis the principal city of this vast Alpine and pre-Alpine space. There is   the cross of St John, white on a red background, which is one of the   oldest known flags.  <\/figcaption><\/figure><\/div><p>Belatedly incorporated into France by the Treaty of Turin in 1860, Savoy has maintained and still actively maintains a strong attachment to its former glories. The dynasties of Savoyard sovereigns date from the 11th century. Dukes since the 15th century, they extended their lands to Sicily and Sardinia in 1720 to create the states of Savoy, a power recognised at European level. Its original name in Latin, <em>Sapaudia<\/em>, which means \u2018fir tree\u2019 in French, makes reference to the many conifers inhabiting the slopes of high mountains. A real buffer territory between the Frank, Italic and Germanic worlds, Savoy made up part of Lorraine before becoming a sovereign state in the 16th century. In 1919, the French state put an end to the neutrality of Savoy, contrary to the terms of the Treaty of Turin. It was condemned by the international tribunal in 1932 without having any real effect. This turbulent history explains the success of the Savoisian separatist and regional movements (terms they prefer to Savoyard, which is pejorative). The Savoy Region Movement founded in 1971 has been campaigning since then for more autonomy. Since the start of the 1990s, competing political parties (including the now famous Savoy League) have had many electoral successes. In fact, in a recent poll, 23% of Savoyards were in favour of independence. Made up of six provinces (Ducal Savoy, Chablais, Faucigny, Tarentaise, Maurienne, Genevois), Savoy is part of the whole of Arpitania. First, it is included in the Italian state, where it has had special\nautonomous status since 1948. Arpitan (Franco-Proven\u00e7al) is practised by a\nlarge part of the population. With an&nbsp;\narea of 3,263&nbsp;km\u00b2, the Aosta Valley borders the canton of Valais to\nthe north, Savoy to the west, separated by Mont Blanc and Piedmont to the south\nand the east. A region of mountains, the Aosta Valley is named after Augusta\nPraetoria, the capital having been created in honour of Augusta. The\nBurgundians reigned for over five centuries from the 5th century, followed by\nthe Lombards and the Franks. Incorporated into Savoy from the 11th century, the\nAosta Valley has always retained a large degree of autonomy as a duchy, even\nafter it became part of Italy in 1861. Under the fascist yoke, a policy of\nassimilation had grave consequences on linguistic practice: French was no\nlonger taught from 1925 and place names were replaced with Italian names in\n1939. After the end of the war, Federico Chabod, the Valdotain president,\nobtained a special status for the Aosta Valley.
